Most UK local authorities hold a sponsor licence, chiefly for social work, housing and planning roles, but many advertise a wider range of posts. A council licence covers the authority as an employer; whether a particular post is open to sponsorship is decided vacancy by vacancy.
Most UK local authorities hold a sponsor licence, whether county, district, unitary or metropolitan councils in England or one of the 32 Scottish, 22 Welsh and 11 Northern Ireland councils, along with combined authorities, fire and rescue services and the arm's-length companies many councils run. The register entry is for the council as an employer. Listings here are at authorities and public bodies whose registered names match the Home Office register of licensed sponsors.
Councils use their licences chiefly for social work, which has its own hub, and for the occupations grouped here: housing officers (SOC 3223), youth and community workers (3221), other welfare and housing associate professionals (3229), and a spread of administrative, policy and functional management codes that cover planning, environmental health, finance, legal, procurement and digital teams. Some of these codes sit below RQF level 6; the professional and managerial codes are at level 6. Since 22 July 2025 the standard skill threshold for the route has been RQF level 6, and occupations below that level remain eligible only while they appear on the Immigration Salary List or the Temporary Shortage List, both of which GOV.UK publishes and revises.
Council pay in England, Wales and Northern Ireland follows the National Joint Council pay spine, often called the Green Book, with each authority mapping its grades to spinal column points; Scotland has a separate agreement through the Scottish Joint Council. Chief officers and some professional posts have their own scales. The spine is public, so an advert quoting a grade can be turned into an annual figure and compared with the general threshold of £41,700 or the going rate for the code, whichever is higher. Councils in London pay an inner or outer London weighting on top.
Several council occupations are regulated: social workers register with Social Work England or the devolved equivalents, environmental health practitioners usually hold CIEH or REHIS qualifications, planners are often RTPI members, and finance posts may ask for CIPFA or another accountancy body. Adverts normally list the registration in the person specification. Many posts also need an enhanced DBS check, or the Scottish and Northern Irish equivalents, which the council arranges after an offer.
A council licence covers the authority as an employer; whether a particular post will be assigned a Certificate of Sponsorship is a decision taken for that post, and many councils say so in the advert. The card shows the advertised grade or salary against the published threshold. Before relying on an advert, confirm with the recruiting team which code the council would assign, whether the post is open to a certificate, and whether the figure quoted is the bottom or the top of the grade. Agency and interim council posts are usually outside the route.
